Tehran and Moscow Forge Strategic Partnership with New Technology MOU

The recent collaboration between the Iran International Innovation Zone and the Russian Chamber of Commerce and Industry marks a significant step toward enhancing technological collaboration between Iran and Russia. This memorandum of understanding (MOU) aims to pave the way for deeper partnerships in technology and innovation.

On Thursday, a high-level Russian delegation led by Dmitry Kurochkin, Vice President of the Russian Chamber of Commerce and Industry, visited the Iran International Innovation Zone located in Tehran. The purpose of this visit was to gain a comprehensive understanding of the capabilities offered by Iranian knowledge-based companies, as reported by IRNA.

During the meeting, Hamed Bahari-far, an official at Pardis Technology Park, provided a detailed overview of the missions, programs, and achievements of the International Innovation Zone. He emphasized the vital role of science and technology parks in promoting international cooperation, particularly in enhancing the export of knowledge-based products.

Kurochkin expressed his admiration for the Iran International Innovation Zone, calling it an attractive and dynamic complex. Following visits to various companies and technology parks, he remarked on the vast potential for collaboration between Iran and Russia. “We are interested in using all regional avenues to develop these relations,” he stated.

The discussions also touched on several key areas for collaboration, including:

  • Expediting technology exports
  • Enhancing financial and banking exchanges
  • Utilizing the capacity of regional agreements such as BRICS and the Shanghai Cooperation Organization (SCO)

These efforts aim to foster a closer technological relationship between the two nations.

Focus on Emerging Technologies

In May, during a meeting with Iranian officials, Andrei Fursenko, Russian Presidential Aide, underscored the importance of fostering partnerships in emerging technologies. He noted that focusing solely on established technologies would not be beneficial for either country. “It is essential to prioritize technologies that have not fully developed yet, which is a much more difficult task,” he stated, as quoted by IRNA.

The meeting took place on May 2nd, coinciding with the Iran-Russia diplomacy discussions held during the International Innovation and Technology Exhibition (INOTEX 2025), which ran from April 29 to May 2 in Tehran. Fursenko acknowledged the risks associated with developing new technologies but emphasized the necessity of prioritizing them to lead globally.

In response, Mehdi Safarinia, head of Pardis Technology Park, reiterated Iran’s commitment to enhancing international scientific cooperation. He highlighted that Russia is one of the primary countries Iran seeks to strengthen ties with. Safarinia suggested that Russian companies could establish offices within Pardis Technology Park, facilitating greater collaboration.

Additionally, he discussed the potential establishment of branches of Russian universities in Iran, mentioning existing agreements with St. Petersburg University and Moscow State University. “This will be the first foreign university to have a branch in Iran,” he noted. This initiative allows both Iranian and regional students to study partially in Iran and partially in Russia, thereby enriching their educational experience.

Joint Technology Zones and Future Collaborations

During the Iran-Russia diplomacy meeting, officials signed a memorandum of understanding (MOU) to establish two joint technology zones. This agreement was inked by Mohammad Mehdi Naibi, representing the National Association of Advanced Industries and Knowledge-Based Companies of the Industry and Mining Sector, and Andrey Bezrukov, President of the Technological Sovereignty Export Association in Russia.

The signed MOU focuses on the expansion of new technologies and joint research in various fields, including:
