4,600 Involuntary Offenders Released: Major Prison Reform in Just 6 Months!
In an encouraging development for the Iranian justice system, a significant number of prisoners have been released recently, highlighting efforts to support those imprisoned for unintentional crimes. According to reports, during the first six months of the current Iranian year, a total of 4,597 prisoners were freed, reflecting a concerted effort to address the issue of financial debts leading to incarceration.
As per the Islamic Republic News Agency (IRNA), the debt owed by these released prisoners amounted to 180 trillion rials, equivalent to approximately $163 million. This initiative underscores the importance of reforming the penal system for individuals who find themselves in prison due to circumstances beyond their control.
Among the released prisoners, a breakdown shows that 4,330 were male and 267 were female. In a significant move, Ayatollah Ali Khamenei, the Leader of the Islamic Revolution, allocated 40 billion rials (around $36 million) specifically for the release of these prisoners.
Currently, there are 17,747 individuals imprisoned for unintentional crimes in Iran, comprising 16,859 men and 888 women. The total debt of these individuals has reached an alarming 750 trillion rials (approximately $681 million).
In the previous Iranian calendar year (from March 2024 to March 2025), benefactors played a crucial role, contributing to the release of 11,380 prisoners involved in unintentional crimes. Additionally, 2,441 prisoners received pardons during the same time frame, as reported by ISNA.
Notably, the number of released prisoners this year marks a 22 percent increase compared to the previous Iranian year (March 2023 – March 2024). The statistics reveal that of the total released prisoners, 682 were female and a staggering 10,698 were male, all of whom were incarcerated primarily due to their inability to settle financial debts. The total debt of these released individuals surpassed 270 trillion rials (about $270 million).
Geographically, the provinces of Tehran, Fars, and Khorasan Razavi led the way in the number of prisoners released, with 1,088, 878, and 829 respectively. At present, the nationwide count of inmates for unintentional crimes stands at 14,591. The provinces with the highest number of these prisoners include:
- Tehran: 2,536 inmates
- Fars: 1,331 inmates
- Isfahan: 1,183 inmates
The process of freeing prisoners of unintentional crimes is conducted through three primary methods:
- Granting prisoners leave: This approach allows inmates to temporarily leave the prison environment.
- Providing loans: Some prisoners are offered loans that they can repay while still incarcerated.
- Paying debts: The most impactful method is the direct payment of debts, leading to the release of many convicts.
These efforts represent a significant step towards reforming the penal system and addressing the challenges faced by individuals imprisoned for unintentional offenses. The continued support from benefactors and the government plays an essential role in reducing the burden of debt that often leads to incarceration.
