According to Kazem Jalali, Iran’s ambassador to Russia, the meeting aims to leverage the high scientific and innovative capacities of both countries to build a collaborative digital ecosystem for the future. In a post shared on X, Jalali emphasized that cooperation in the ICT sector is not just beneficial but essential to meet the contemporary world’s security and technological needs.
- Technological Cooperation: This meeting will pave the way for enhanced technological collaboration and ensure the presence of qualified Iranian companies in Russian markets.
- Equipment Supply: Iranian firms will have opportunities to supply equipment and provide technological services.

In recent developments, Andrei Fursenko, a Presidential Aide from Russia, highlighted the importance of partnering with Iran in emerging technologies. During a meeting held as part of the Iran-Russia diplomacy discussions at the International Innovation and Technology Exhibition (INOTEX 2025) in Tehran, Fursenko stated, “Focusing on already established technologies will not be beneficial for the two countries.”
He went on to emphasize the need to prioritize technologies that are still in the developmental stage, acknowledging that it is a challenging yet necessary endeavor. “Although working on new technologies is risky, we should not fail to prioritize them, because there is no other way to be the first in the world,” Fursenko noted, reflecting a forward-thinking approach to technological advancement.
During the same meeting, Mehdi Safarinia, head of Pardis Technology Park, reiterated Iran’s commitment to fostering international scientific cooperation. He stated that Russia is among the top countries with which Iran is eager to expand its ties. Safarinia proposed that Russian companies could establish offices in the Pardis Technology Park, further enhancing collaborative opportunities.
Additionally, discussions included the establishment of branches of Russian universities in Iran. Safarinia mentioned that agreements have already been reached with prominent institutions such as St. Petersburg University and Moscow State University. “This will be the first foreign university to have a branch in Iran. Both Iranian and regional students will have the opportunity to study at this university, spending part of their studies in Iran and the rest in Russia,” he explained.
Moreover, the meeting resulted in a memorandum of understanding (MOU) aimed at establishing two joint technology zones. The MOU was signed between the National Association of Advanced Industries and Knowledge-Based Companies of the Industry and Mining Sector, represented by Mohammad Mehdi Naibi, and the Technological Sovereignty Export Association from Russia, represented by Andrey Bezrukov.
The MOU outlines several key areas of collaboration:
- Focus on New Technologies: The agreement emphasizes the expansion of new technologies and joint research in fields such as nanotechnology, biotechnology, health, ICT, and artificial intelligence.
- Renewable Energies: It includes provisions for utilizing renewable energies as part of the cooperation.
- Production and Market Development: The MOU highlights initiatives related to co-branding, marketing, market research, product development, and establishing distribution channels.
This collaborative effort between Iran and Russia in the ICT sector is expected to yield significant advancements in technology and innovation, thereby securing both nations a competitive edge in the global digital landscape. As members of the Shanghai Cooperation Organization (SCO) and BRICS, Iran and Russia are well-positioned to enhance their cooperation and explore new market opportunities together.

By focusing on collaborative efforts, both countries aim to address current challenges and seize new opportunities in the ever-evolving technological landscape.
