Triumvirate Talks: Iran, Russia, and China Unite in Landmark Meeting to Tackle Nuclear Challenges

In recent developments surrounding the Iranian nuclear program, Iran’s Deputy Foreign Minister for Legal and International Affairs, Kazem Gharibabadi, has characterized the meeting between Iran, Russia, and China in Beijing as a pivotal step towards addressing the ongoing nuclear issue. Gharibabadi emphasized that the United States’ withdrawal from the 2015 nuclear deal is the primary factor contributing to the current challenges facing the agreement.

During the tripartite meeting, held on Friday, key discussions included the urgent need to end the “illegal and unilateral” sanctions imposed on Iran. Gharibabadi noted that this topic was central to the talks and featured prominently in the joint statement released afterward.

The joint statement highlighted several critical points:

  • Emphasis on resolving Iran’s nuclear issue through political and diplomatic dialogue.
  • Call to end all forms of sanctions, pressure, and threats against Iran.
  • Reaffirmation of Iran’s commitment to peaceful nuclear activities.
  • Full compliance with obligations under the Non-Proliferation Treaty (NPT) and the Comprehensive Safeguard Agreement.

Representatives from Iran, Russia, and China convened in Beijing to discuss Tehran’s nuclear program, with the Chinese and Russian diplomats expressing their support for Iran’s assertion that its nuclear ambitions are purely for peaceful purposes. They also reiterated the importance of respecting Tehran’s rights as a state party to the NPT to utilize nuclear energy for peaceful ends.

In 2015, Iran entered into the Joint Comprehensive Plan of Action (JCPOA) in collaboration with six major world powers. However, the situation drastically shifted following the US’s unilateral withdrawal in 2018 and the subsequent re-imposition of sanctions, which have left the future of the JCPOA uncertain and beleaguered.

Gharibabadi pointed out that both Tehran and its allies, Beijing and Moscow, view the US’s exit from the JCPOA and the failure of the European troika—comprised of France, Germany, and Britain—to meet their obligations as the root causes of the ongoing complications surrounding Iran’s nuclear program.

He further stated, “According to UN Security Council Resolution 2231, the situation of Iran’s nuclear case should be considered normal as of October. The three countries in attendance expressed their disapproval of any actions that might prevent this normalization and obstruct economic and trade relations with Iran.”

The joint statement also urged relevant parties to refrain from actions that could escalate tensions in the region. Gharibabadi mentioned that the three nations agreed to maintain ongoing consultations. He emphasized that if other countries were to join future discussions, those negotiations would strictly focus on the nuclear issue, while non-nuclear matters would not be included.

Additionally, Iran’s ambassador to Beijing discussed the significance of the trilateral meeting, stating it would provide a “clear path” to counter the US’s unilateralism, which he described as a lose-lose strategy. Ambassador Mohsen Bakhtiar remarked on the successful outcomes of the meeting, which he believed would lead to enhanced cooperation among the three nations in addressing the challenges posed by US sanctions.

He noted that the discussions held by Gharibabadi with other parties were productive and constructive, emphasizing the importance of strategic cooperation among Iran, Russia, and China in navigating international challenges.

In the wake of these developments, Iran continues to face extensive Western sanctions related to its nuclear activities, with new sanctions imposed recently. Since taking office in January, the new US administration has intensified these measures, reinstating a policy of maximum pressure that targets the Islamic Republic.

Recent statements from Iranian Foreign Minister Abbas Araghchi indicated that the UAE’s diplomatic advisor, Anwar Gargash, delivered a letter from former President Trump to the Iranian leadership. This highlights the continuing complexity of diplomatic relations surrounding Iran’s nuclear ambitions.

As the situation unfolds, the focus remains on diplomatic channels and the potential for future negotiations aimed at resolving the Iranian nuclear issue, while the broader implications of sanctions and international relations continue to be felt across the region.
