Tehran and Ashgabat Forge Stronger Partnership in Data Transit and Artificial Intelligence
TEHRAN – In a significant move to enhance bilateral relations, the Information and Communication Technology (ICT) Minister, Sattar Hashemi, and Chakyev Mammethan Berdimyradovich, the director general of Turkmenistan’s Agency for Transport and Communications, have engaged in discussions to strengthen cooperation in various sectors including the digital economy, artificial intelligence, space technologies, and data transit. This meeting, reported by Mehr news agency, focused on establishing a memorandum of understanding aimed at expanding regional technological collaboration.
During a recent meeting in Tehran, Berdimyradovich expressed Turkmenistan’s eagerness to collaborate with Iran, particularly in the realm of artificial intelligence. He emphasized the importance of sharing expertise and training experts in this dynamic sector.

In response, Hashemi underscored the significance of technology diplomacy as a core priority for the ICT Ministry. He stated, “We are interested in developing collaborations, preferably with regional countries, on the digital economy, which is one of the key strategic plans of the country, and artificial intelligence to bring about shared achievements for regional nations and governments.”
The two officials acknowledged the potential for cooperation in creating a comprehensive regional AI document and enhancing satellite systems to ensure effective communication in remote areas. Hashemi highlighted the capabilities of the ICT technology park, noting that Payam Airport serves as a specialized mail airport suitable for launching direct flights between Iran and Turkmenistan.
Additionally, the ICT minister proposed the establishment of north-south and east-west corridors to improve data transit, a suggestion that was positively received by the Turkmen official, who indicated Turkmenistan’s readiness to implement this plan.
Hashemi also suggested the creation of a joint platform to showcase products from both nations. To facilitate these agreements, a working group will be established to draft a memorandum of understanding.
In November 2024, Iranian and Turkmen officials had previously examined opportunities to expand joint efforts in information and communication technology (ICT). The CEO of the Telecommunication Infrastructure Company (TIC), Behzad Safari, and Berdimyradovich discussed plans for developing digital infrastructure to transform the two countries into an East-West telecommunication transit route, as reported by IRIB.
Iran’s Commitment to Regional AI Cooperation
Iran’s position in the regional artificial intelligence (AI) landscape has been reinforced by its combination of talent, data, and innovation. Hashemi stated in February that Iran is dedicated to promoting regional cooperation, envisioning a future where AI leads to prosperity and unity.
He emphasized Iran’s pivotal role in the regional digital ecosystem, particularly in the Persian Gulf, and reiterated the country’s readiness to collaborate with neighboring states on AI initiatives. His comments were made during the Iran Corridor 2025 conference held in Dubai, UAE.
“The country’s mobile phone operators and thriving digital service platforms, such as Snapp! and Digikala, which serve over 30 million users, provide a wealth of multifaceted data – a crucial element for AI development,” Hashemi remarked, according to Press TV.
Despite the challenges posed by economic sanctions, Iran has successfully established a robust fintech ecosystem that continues to innovate and grow. Hashemi highlighted that the nation’s academic and research capabilities have positioned it at the forefront of AI advancements. In 2023, Iran ranked second in the region for the quantity and quality of scientific papers published in AI, showcasing its commitment to cutting-edge research and development.
Furthermore, Hashemi noted, “Iran holds the second position in the region for AI developers, reflecting the depth of our skilled workforce. We also stand fourth in the region in terms of the number of AI firms, which highlights our dynamic and rapidly growing ecosystem.”
As discussions continue, both nations are poised to leverage their technological capabilities to foster growth and enhance regional cooperation in the digital economy and AI sectors.
