Iran Sets Ambitious Goals to Transform into Regional Energy Hub, Says Vice President

In a significant move to bolster its regional energy influence, Iran is taking decisive steps to become a pivotal energy exchange hub. This initiative aligns with the government’s broader strategy to enhance energy trade within the region, as highlighted by Aref during the inaugural meeting of the Regional Energy Trade Strategic Committee.

During the meeting held on Sunday, Aref emphasized the critical importance of this objective, which is part of the Seventh Five-Year Development Plan (2024-28). The plan outlines Iran’s commitment to transforming into a major player in the regional energy market. Aref stated, “The government is committed to pursuing this goal with determination.”

The initial meeting of the Regional Energy Trade Strategic Committee marks a crucial step in advancing this agenda. Aref expressed gratitude for the timely establishment of the committee under the current administration. He also announced the formation of a secretariat within the Ministry of Oil to ensure regular meetings and facilitate expert decision-making in this sector.

Aref highlighted that the implementation of this ambitious plan could lead to:

  • Addressing Energy Imbalances: The initiative aims to rectify existing energy shortages and imbalances.
  • Reducing Industry Losses: By optimizing energy management, the plan intends to decrease losses in the energy sector.

During the meeting, Oil Minister Mohsen Paknejad presented a detailed report on energy swap agreements with neighboring countries. He stressed the positive outcomes of these agreements, which play a vital role in:

  • Addressing Natural Gas Imbalances: Particularly in northern Iran, these agreements are crucial for balancing supply and demand.
  • Developing Strategic Cooperation: Collaborations with neighboring countries are essential for fostering regional ties.

Paknejad described the execution of this plan as invaluable for resolving Iran’s energy challenges and increasing its influence in the regional energy market. He pointed out that under Article 44 of the Seventh Five-Year Development Plan, Iran is on track to become a regional energy hub.

As part of this plan, Iran aims to achieve:

  • Annual Gas Exports: Targeting 40 billion cubic meters.
  • Annual Gas Imports: Aiming for 20 billion cubic meters.
  • Petroleum Products and Crude Oil Swap: Planning to swap 200,000 barrels per day from Commonwealth of Independent States (CIS) countries.
  • Electricity Exchange: Committing to exchange at least 20 billion kilowatt-hours of electricity annually.

The Regional Energy Trade Strategic Committee was established within six months of the law’s enactment, and it plays a pivotal role in overseeing these efforts. The committee is chaired by the president (or the first vice president in the president’s absence) and comprises several key members:

  • Ministers of Foreign Affairs
  • Ministers of Petroleum
  • Ministers of Energy
  • A member of the parliamentary energy commission as an observer

The committee’s responsibilities include:

  1. Drafting a regional energy policy roadmap.
  2. Identifying target countries in accordance with Articles 77 and 125 of the Constitution.
  3. Making decisions related to export and import contracts.
  4. Overseeing energy swap services and transit agreements for gas, electricity, oil, and petroleum products.

This strategic initiative represents Iran’s commitment to enhancing its energy sector and fostering stronger ties with neighboring countries. By pursuing these ambitious goals, Iran aims not only to address its internal energy needs but also to establish itself as a key player in the regional energy landscape.
