Iran Focuses on Strategic Partnerships with Caspian Sea Nations for Enhanced Cooperation

Iranian Foreign Minister Abbas Araghchi recently delivered a significant address at the Caspian Governors’ Summit held in Rasht, focusing on the theme “Caspian: Bridge for Friendship and Regional Development.” This event brought together governors from 12 provinces across five nations bordering the Caspian Sea, highlighting the importance of collaboration among these countries.

During his speech, Araghchi emphasized that the littoral states of the Caspian Sea are a top priority for Iran, particularly in terms of fostering cooperation and strengthening regional ties. He stated, “Our neighbors are our priority, and this is the most fundamental principle in the foreign policy of the Islamic Republic of Iran. We have plans and are making efforts to expand relations with our neighbors and to take advantage of significant political, economic, social, cultural, and even security opportunities with them.”

The Iranian diplomat pointed out that both the Caspian Sea and the Persian Gulf hold critical significance for Iran. “As you know, the Islamic Republic of Iran shares borders with 15 countries, by sea and land. Just as the Persian Gulf and its surrounding region are important to us, the Caspian Sea holds equal importance. We engage with very significant neighbors in this region and face many important issues,” he added.

Araghchi further highlighted the strategic nature of Iran’s relationships with the Caspian littoral countries, describing them as goal-oriented and reflective of Tehran’s dedication to regional stability and collaborative development. He noted, “Iran’s relations with all the Caspian littoral states have been very good and strategic.”

  • Iran-Russia Relations: The partnership between Iran and Russia is characterized as strategic, with a 20-year cooperation agreement signed last year.
  • Regional Visits: Dr. Pezeshkian has successfully visited Russia and Azerbaijan, with upcoming visits to Turkmenistan and Kazakhstan planned.

Araghchi emphasized the significance of the Caspian Sea region in areas such as energy and transportation corridors. He mentioned the strong potential for collaboration in trade and tourism, stating, “Iran’s three coastal provinces, along with holy cities including Mashhad, are among the largest tourist destinations for the Iranian people. I express hope that these regions will also become key destinations for regional tourism.” He concluded by asserting, “The Caspian Sea is a treasure trove of various resources.”

The Caspian Governors’ Summit aims to strengthen economic, environmental, and cultural cooperation among the participating countries. Initiated by Iran, the summit includes five governors from Iran and seven from Russia, Kazakhstan, Turkmenistan, and Azerbaijan. It features a general panel and three specialized panels focusing on:

  1. Economy and Investment
  2. Transit and Logistics
  3. Environment and Fisheries

These panels are moderated by senior officials from both national and provincial levels. The summit serves as a platform for governors and official delegations to:

  • Strengthen economic cooperation
  • Enhance environmental policies
  • Promote cultural exchanges
  • Discuss joint projects
  • Activate port capacities
  • Establish trade arrangements among provinces

Moreover, the event aims to boost Caspian tourism, coordinate regional policies, showcase the agricultural, industrial, and investment capacities of coastal provinces, and facilitate joint trade exhibitions.
