Iran Celebrates National Week of Persons with Disabilities: A Focus on Inclusion and Empowerment

The national week of persons with disabilities is currently taking place from November 29 to December 5 across Iran, under the theme of “Social Inclusion; Social Integration of Persons with Disabilities.” This initiative aligns with the International Day of Persons with Disabilities, celebrated on December 3. The week aims to raise awareness and promote the rights of individuals with disabilities across the nation.

During a recent press conference, Seyed Jafar Hosseini, the head of the Welfare Organization, announced some significant developments regarding support for persons with disabilities. He revealed that the budget allocated for these services has seen an impressive increase of 81 percent compared to the previous year.

Specifically, since the current administration took office in July 2024, the budget has risen from 132 trillion rials (approximately 115 million dollars) to about 238 trillion rials (around 207 million dollars), according to the Welfare Organization’s official website.

Recent data indicates that approximately 11.8 percent of Iran’s population, which translates to about 10.5 million individuals, live with some form of disability. Notably, men constitute around 11.2 percent of this demographic. The breakdown of disabilities includes 40.7 percent due to genetic disorders and 59.3 percent attributed to acquired disorders.

Currently, over 1.6 million persons with disabilities are benefiting from various services offered by the Welfare Organization. As part of the ongoing national week, the organization plans to inaugurate 452 centers, including:

  • 49 rehabilitation centers
  • 15 community-based rehabilitation (CBR) projects
  • 381 housing and employment projects
  • 35 other projects with substantial investments

The total investment for these initiatives amounts to:

  • 4.45 trillion rials (approximately 3.86 million dollars) for rehabilitation centers
  • 6.46 trillion rials (around 5.617 million dollars) for housing and employment projects
  • 3.41 trillion rials (roughly 2.713 million dollars) for other initiatives

These new projects are expected to create job opportunities for over 4,000 persons with disabilities. Additionally, the launch of 35 solar panel projects will further provide employment opportunities for around 21,000 individuals who face significant barriers to employment.

In the previous Government week, which ran from August 24 to 30, the Welfare Organization inaugurated a variety of projects aimed at enhancing the quality of life for individuals with disabilities. These projects included:

  • Neighborhood-based social health initiatives
  • Physical health and cancer screening for women heads of household
  • Community-based rehabilitation (CBR) centers
  • Validation of elderly day-care centers
  • A talent search system for welfare recipients

The neighborhood-based social health project focuses on revitalizing community institutions by leveraging the skills and capacities of qualified individuals and organizations under the supervision of the Welfare Organization. This approach aims to enhance community service delivery.

Furthermore, the organization has launched 200 CBR centers in less privileged and remote areas where access to welfare services is limited. Social workers involved in these projects will undergo 20 hours of training to prepare them for their roles as facilitators. They will be responsible for managing around 150 cases each, including overseeing local communities, identifying individuals with disabilities, and assessing available resources and measures.

On the occasion of the 45th anniversary of National Welfare Week, which took place from July 16 to 22, a total of 10,566 housing, employment, social, and rehabilitation projects were inaugurated with a significant investment of 520 billion rials (approximately 452,000 dollars). According to Hosseini, about 77 percent of these projects were dedicated to employment, 21 percent focused on housing, and the remaining two percent on social and rehabilitation services.

Additionally, Hosseini announced the initiation of a job support fund aimed at further enhancing employment opportunities for individuals with disabilities. He stated, “Thanks to welfare services, nearly 200,000 beneficiaries and individuals with disabilities have found employment, with the service sector accounting for 62 percent of this employment.”

This week of awareness and support for individuals with disabilities not only highlights the significant strides made in Iran but also emphasizes the ongoing need for social inclusion and integration within the community.
