Iran and China Unite: Exploring Innovative Paths for Technological Partnerships
In a significant move towards enhancing bilateral technological ties, Iran’s Information and Communication Technology (ICT) Minister, Sattar Hashemi, recently met with Li Lecheng, China’s Minister of Industry and Information Technology (MIIT), in Beijing. This meeting is a crucial step in fostering a robust partnership between the two nations, focusing on the advancement of technological collaboration, particularly in the fields of artificial intelligence (AI) and communications infrastructure.
During their meeting on Tuesday, Hashemi’s visit to China, which occurred at the invitation of Li, aimed to expand ICT connections with friendly nations as part of Iran’s technology diplomacy strategy, according to dolat.ir.
The discussions between the two officials centered around several key areas of cooperation:
- Expansion of collaboration in artificial intelligence (AI)
- Development of industrial intelligence
- Enhancement of communications infrastructure

Li emphasized the long-standing and friendly relationship between Iran and China, underscoring Iran’s importance as a regional partner for Beijing. He expressed a strong desire to enhance operational cooperation in technological fields.
Furthermore, Li acknowledged China’s readiness to deepen ties with Iran under the 25-year strategic partnership, highlighting Iran’s significant potential in various sectors, including information technology and communications infrastructure.
“The expansion of technological cooperation will not only contribute to the promotion of the national interests of the two countries but will also play an effective role in fostering regional technological interactions,” the Chinese official remarked.
In response, Hashemi referred to China as Iran’s “strategic partner and ally.” He pointed out the importance of strengthening bilateral relations, especially following a recent meeting between the presidents of both countries in Kazan, Russia.
Hashemi proposed increasing joint efforts by sharing expertise in:
- E-government and smart services
- Educational cooperation
- Training specialized human resources
During his visit, the ICT minister is also set to deliver a lecture on new technologies at Beihang University, one of China’s largest educational institutions associated with the ministry of industry and information technology. He plans to meet with senior Chinese government officials and managers of leading technological companies, in addition to visiting various scientific and research centers.
Strengthening Cooperation on AI: An Urgent Need
On May 11, the Chinese ambassador to Iran, Cong Peiwu, emphasized the necessity of enhancing cooperation in advanced technologies, particularly in the field of artificial intelligence, labeling it essential for the future. He praised Iran’s advancements in the information and communication technology sector, noting the potential for collaboration despite external challenges.
During his meeting with ICT Minister Sattar Hashemi, Peiwu acknowledged the high capacities of both nations in the AI domain, indicating that this could pave the way for future collaborations. Hashemi echoed this sentiment, stressing the need to leverage their combined capabilities to achieve the strategic partnership goals.
Among the pressing issues discussed were the implementation of previously established agreements in the ICT sector, along with the development of ties in:
- Digital economy
- Communication infrastructure
- Processing infrastructure
- Space systems
- Data transit
Hashemi confirmed that he would follow up on joint programs during his visit to China.
Iran and China signed a comprehensive cooperation document in March 2021, establishing a framework for a 25-year partnership. This agreement was formalized between Iran’s then Foreign Minister Mohammad Javad Zarif and Chinese Foreign Minister Wang Yi.
In December 2022, both nations finalized 16 memoranda of understanding under this strategic 25-year agreement, further solidifying their commitment to mutual growth.
Iran’s Commitment to Regional AI Cooperation
Iran’s capabilities in talent, data, and innovation position it as a pivotal player in the regional Artificial Intelligence (AI) value chain, capable of driving substantial collaboration and progress. In February, Hashemi reaffirmed Iran’s commitment to fostering regional cooperation and building a future where AI contributes to prosperity and unity.
He stressed that Iran is a major stakeholder in the regional digital landscape, particularly in the Persian Gulf, and is prepared to initiate cooperation with neighboring countries on AI initiatives.
These remarks were made during the Iran Corridor 2025 conference held in Dubai, United Arab Emirates, highlighting Iran’s proactive stance in the digital and technological realms.
