Health Officials Unite: Enhancing Warfare Readiness and Health System Preparedness at Key Workshop
In today’s world, urban warfare poses significant challenges to health systems. A recent initiative in Iran highlights the importance of preparedness in such scenarios. A total of 50 health officials from across the nation participated in a workshop aimed at enhancing urban warfare and health system preparedness. This event, held from October 4 to 9, was organized by the Ministry of Health and Medical Education, Tehran University of Medical Sciences, and the United Nations Children’s Fund (UNICEF).
The workshop was designed to equip health officials with the necessary skills to respond effectively to emergencies arising from urban conflicts. According to a press release from UNICEF on November 10, this training is a crucial part of UNICEF’s Conflict Preparedness Initiative. The primary objective is to ensure that Iran’s health system can react swiftly and efficiently to crises caused by urban warfare.
Participants included health officials and emergency coordinators from various hospitals and health networks. They engaged in learning activities focused on:
- Planning and Preparation: Developing strategies to manage conflict situations effectively.
- Maintaining Essential Services: Ensuring that critical health services remain operational during crises.
- Handling Increased Demand: Managing the surge in emergency care and additional health services needed during urban warfare.

This workshop marks the first of four planned events, with two additional training sessions scheduled for the upcoming months. Following these, a specialized “Training of Trainers” (ToT) workshop will be conducted to develop a cadre of experts who can further train health staff nationwide.
Strengthening Emergency Health Response
UNICEF is committed to fortifying Iran’s health system to protect all citizens, especially the most vulnerable, during crises. As part of this initiative, UNICEF has procured portable tents and rapid-response backpacks to ensure medical care is accessible during disasters.

- Portable Health Care Tents: Designed to provide essential medical care even when regular clinics are compromised, these tents are easy to set up and can be deployed in remote areas.
- Rapid-Response Backpacks: These backpacks enable health teams to respond swiftly to disease outbreaks and provide immediate care in emergencies.
Importance of Portable Health Care Tents
The portable tents serve multiple vital functions:
- Comprehensive Care: They ensure that individuals receive basic medical attention and are equipped to assist pregnant women during childbirth.
- Rapid Deployment: The lightweight design allows for quick setup, making them ideal for remote or hard-to-access locations.
- Fully Equipped Clinics: Each tent functions like a small hospital unit, capable of delivering essential health services to approximately 200 people daily.
- Proven Effectiveness: This concept was successfully implemented after the Kermanshah earthquake, demonstrating the tents’ reliability in crisis situations.
Quick-Action Backpacks for Health Teams
In addition to the tents, UNICEF has also introduced rapid response backpacks to help health teams during emergencies. These backpacks allow health workers to:
- Diagnose Quickly: Equipped with tools to investigate disease outbreaks, these backpacks help identify causes promptly.
- Provide First Aid: They contain essential supplies for immediate first aid and basic care delivery.
- Access Remote Areas: Their lightweight design enables health workers to reach individuals in isolated locations, even when clinics are non-operational.
- Maintain Care Continuity: These backpacks enable health workers to continue their duties for several days without needing to return to a central clinic.
