Groundbreaking Strategy Unveiled: Comprehensive Plan Approved to Tackle SDSs Effectively!

TEHRAN – The national specialized working group on sand and dust storms (SDSs), in collaboration with various governmental bodies, has successfully approved a comprehensive plan aimed at addressing the critical issue of SDSs. This plan will serve as a national reference document to bolster the country’s resilience against one of the most pressing environmental threats.

During the 29th meeting of the national specialized working group on SDS management, held recently, a detailed 150-page document was developed through cross-sectoral collaboration involving 15 executive agencies and government bodies. This includes the Department of Environment (DOE), along with ministries of agriculture, health, energy, and transport, the Natural Resources Organization, Crisis Management Organization, and Meteorological Organization, as reported by IRNA.

The comprehensive plan outlines ten key strategies, incorporating hundreds of specific actions, performance indicators, an implementation timeline, and a clear division of responsibilities among the involved agencies.

In July, President Masoud Pezeshkian issued an order to establish a specialized working group focused on SDSs, which have emerged as a significant public health issue within the country. During a meeting on July 13, the DOE presented an extensive report detailing the hazards posed by SDSs, emphasizing their role as a growing threat and outlining national plans and strategies to mitigate these impacts, according to IRNA.

Highlighting the importance of environmental preservation as a critical national issue, the President mandated the formation of a working group composed of experts, academics, and representatives from relevant ministries and executive agencies. This group is tasked with preparing and implementing operational plans to combat the dust phenomenon, drawing from successful international experiences.

Impact of Dust Storms

Dust storms represent major environmental challenges that negatively affect food security, human health, and sustainable development at both national and regional levels. Iran, situated in an arid and semi-arid region, has been adversely impacted by climate change. The country has experienced rising temperatures, reduced precipitation, intensified droughts, and an increase in the frequency of SDSs. These factors threaten ecosystems and biodiversity while jeopardizing food security by exacerbating soil erosion, expanding desertification, and diminishing agricultural productivity, according to the DOE.

Here are the key steps taken by Iran to mitigate the harmful impacts of SDSs:

  • The United Nations General Assembly proclaimed July 12 as an international day to combat SDSs at Iran’s initiative.
  • The 6th United Nations Environment Assembly (UNEA-6) approved a resolution during the international summit on SDSs held in Tehran in September 2023.
  • Close cooperation with specialized agencies, particularly the United Nations Development Program (UNDP), focusing on forecasting, early warning systems, and enhancing national capacities.
  • The development of innovative strategies to build resilience against SDSs.

With an increase in the intensity and frequency of SDSs across various provinces, Iranian researchers have been leveraging indigenous technologies to mitigate and control the impacts of these storms. The following approaches have been adopted to cope with SDSs, which significantly affect public health:

  • Development of non-oil and eco-friendly mulches.
  • Utilization of nano and polymer mulches.
  • Implementation of indigenized early warning systems.
  • Deployment of air pollution warning applications.
  • Restoration of water resources and wetlands using new technologies.
  • Initiatives for green belt planting.
  • Installation of urban air purifiers.

Despite facing international sanctions and restrictions, Iran has made significant strides in areas such as satellite monitoring, the use of bio-mulches, and scientific approaches to combat desertification. However, to continue making progress, the country requires sustained financial support, widespread implementation of strategies, and enhanced regional cooperation with neighboring countries.

In summary, the national plan developed by the specialized working group on SDSs represents a crucial step toward addressing the challenges posed by sand and dust storms in Iran.
