Hainan Free Trade Port Set to Launch Independent Customs Operations for Enhanced Trade

In a recent episode of the China Economic Roundtable, hosted by Xinhua News Agency, senior officials from key economic sectors in China shared valuable insights about the Hainan Free Trade Port (FTP). This initiative plays a crucial role in China’s evolving opening-up strategy, aiming for high-standard economic development.

The Hainan FTP is set to implement an island-wide independent customs operation on December 18, 2025. This significant move highlights China’s commitment to enhancing its global economic engagement.

As China’s largest special economic zone, Hainan is uniquely positioned to serve as a testing ground for important reforms. In April 2018, plans were unveiled to transform the island into a pilot free trade zone, with an ambitious vision to evolve into a free trade port with distinctly Chinese characteristics. The master plan, released in 2020, aims for Hainan to become a globally influential hub for high-level openness by the middle of the century.

Cai Ping, an official from the National Development and Reform Commission (NDRC), stated, “The launch of the island-wide independent customs operation will give Hainan greater latitude to pilot higher-standard opening-up measures.” This initiative is expected to drive not only the island’s development but also provide a testing ground for broader national reforms.

Jiang Zijun from the Ministry of Commerce noted that trade liberalization and facilitation are defining characteristics of a successful free trade port.
