The recent report titled Gaza Genocide: A Collective Crime, authored by Francesca Albanese, sheds light on the ongoing humanitarian crisis in Gaza. Released on Wednesday, the report argues that the persistent destruction of Palestinian lives in this coastal enclave has been facilitated through various military, economic, and diplomatic channels. These channels have prioritized political and strategic interests over the fundamental human rights of the Palestinian population.

Albanese emphasizes that Western powers, particularly the United States and the European Union, have consistently shielded the Israeli regime from accountability for its actions. She highlights several critical points regarding the international response to the situation:

  • The UN Security Council resolutions calling for ceasefires have faced vetoes and dilution.
  • Israeli military actions have often been framed as “legitimate self-defense,” despite evidence to the contrary.
  • Military aid from the US, which totals $3.3 billion annually, has been crucial in sustaining these operations.

Following the onset of what Albanese terms the genocide in October 2023, military aid to Israel was significantly enhanced, with numerous consignments of munitions, weapons, and military assets. She notes that countries such as Germany, the UK, India, Italy, France, and Spain have also contributed arms and dual-use technologies that directly support military actions in Gaza.

Albanese highlights that these arms transfers violate the Arms Trade Treaty, particularly given the ongoing occupation and assaults on civilians. She elaborates on how economic and trade networks have enabled these actions, citing:

  • At least 45 active trade and cooperation agreements with countries including the US, the EU, and the UAE.
  • Access to dual-use and military equipment that supports the Israeli regime.

Furthermore, European research programs have funneled billions into Israeli institutions, often funding technology with direct military applications. Despite the ongoing genocide, trade with Israel saw an increase in 2024, with notable contributions from countries like:

  • Germany: +$836 million
  • Poland: +$237 million
  • Greece: +$186 million
  • UAE: +$237 million
  • Egypt: +$199 million

Albanese also criticized the weaponization of humanitarian aid, pointing out that the blockade imposed on Gaza has intensified since October 2023. This blockade has left approximately 80% of the two-billion-plus population reliant on aid, with access limited to just over 100 trucks daily by early 2025. She remarked on the formation of the so-called Gaza Humanitarian Foundation, which has resulted in significant civilian casualties, stating that over 2,000 lives were lost at distribution points between March and July 2025.

In her analysis, she asserts that symbolic gestures from countries such as Belgium, Canada, Denmark, Jordan, and the UK have failed to alleviate the famine, effectively implicating these nations in the worsening humanitarian crisis. Albanese emphasizes the legal obligations of states, stating:

“Legal obligations are clear. States must prevent further harm, suspend enabling support, prosecute perpetrators, and ensure reparations and reconstruction. Without this, international law is hollow, and Palestinians are left to suffer.”

Tragically, the genocide has claimed the lives of over 68,200 Palestinians, with women and children comprising a significant portion of the casualties. A recent agreement was reached between Gaza’s Hamas resistance movement and the Israeli regime, part of a proposal by former President Donald Trump aimed at ending the genocide. However, Albanese notes that Israeli forces have repeatedly violated the terms of this deal, resulting in further loss of life.

Currently, only about 15% of the aid trucks that were agreed upon have successfully reached starving Palestinians. Albanese criticizes the proposal for lacking any requirement to end the occupation or establish accountability, stating:

“Instead, it imposes a temporary external governance structure over Gaza, an arrangement amounting to neo-colonial administration that further undermines Palestinian self-determination.”

The findings of this report underscore the urgent need for a reevaluation of international policies regarding Gaza and highlight the necessity for accountability and humanitarian support that genuinely addresses the needs of the Palestinian people.
