In a recent episode of the China Economic Roundtable, hosted by Xinhua News Agency, senior officials from key economic sectors in China shared valuable insights about the Hainan Free Trade Port (FTP). This initiative plays a crucial role in China’s evolving opening-up strategy, aiming for high-standard economic development.

The Hainan FTP is set to implement an island-wide independent customs operation on December 18, 2025. This significant move highlights China’s commitment to enhancing its global economic engagement.

As China’s largest special economic zone, Hainan is uniquely positioned to serve as a testing ground for important reforms. In April 2018, plans were unveiled to transform the island into a pilot free trade zone, with an ambitious vision to evolve into a free trade port with distinctly Chinese characteristics. The master plan, released in 2020, aims for Hainan to become a globally influential hub for high-level openness by the middle of the century.

Cai Ping, an official from the National Development and Reform Commission (NDRC), stated, “The launch of the island-wide independent customs operation will give Hainan greater latitude to pilot higher-standard opening-up measures.” This initiative is expected to drive not only the island’s development but also provide a testing ground for broader national reforms.

  • The proportion of tariff lines with zero-tariff products in the Hainan FTP will increase from 21% to 74%.
  • The number of tariff-free items will rise from approximately 1,900 to around 6,600.
  • Imported products that undergo at least 30% value-added processing in Hainan can enter the mainland tariff-free.
  • Certain goods that are currently banned or restricted throughout the country will be subject to open policies in Hainan.

Wu further emphasized that these measures will significantly reduce business costs, attract upstream and downstream enterprises to Hainan, and promote the clustered development of industrial chains.

With a strong zero-tariff system, the independent customs operation will allow high-quality global resources to flow into Hainan more freely and efficiently. Jiang Zijun from the Ministry of Commerce noted that trade liberalization and facilitation are defining characteristics of a successful free trade port.

The Hainan FTP will focus on promoting the efficient flow of key production factors such as trade, investment, cross-border capital, personnel, and logistics, as well as ensuring the secure movement of data.

In light of the evolving demands of the Hainan FTP and China’s broader opening-up efforts, the Ministry of Finance is committed to advancing tax reforms. Key priorities will include:

  • Advancing preferential corporate and personal income tax policies to attract top talent and leading enterprises.
  • Expanding the list of zero-tariff products.

Hainan has optimized its business environment, emerging as a premier destination for foreign investment. From 2020 to 2024, Hainan attracted more foreign investment than in the previous 32 years combined, with goods trade growing at an annual rate of over 30%.

In the face of rising protectionism and challenges to global trade, the upcoming launch of the independent customs operation in Hainan signals a strong commitment to deeper economic integration and globalization. Guo Da, executive director of the China Institute for Reform and Development, emphasized the importance of this development.

The Ministry of Commerce will continue to support Hainan in aligning with international economic and trade standards, enhancing institutional openness, and fostering new growth drivers through targeted measures.

Cai concluded, “With the independent customs operations, Hainan FTP is poised to become a key gateway for China’s new era of opening up and innovation.”
