In a significant move to enhance global communication and understanding, foreign journalists have been invited to China for a vital media exchange program. This initiative aims to provide comprehensive coverage of the upcoming annual sessions of the country’s national legislature and political advisory body, set to begin shortly. The annual parliamentary gathering, commonly referred to as the Two Sessions, launches on March 4 with the Chinese People’s Political Consultative Conference (CPPCC), followed by the National People’s Congress (NPC).

The NPC stands as the highest organ of state power in the People’s Republic of China (PRC). It plays a crucial role in deliberating and passing major laws, addressing significant issues, and supervising various state institutions, including the State Council, the Supreme People’s Court, and the Supreme People’s Procuratorate. Each congress is elected for a 5-year term.

On the other hand, the CPPCC is designed to promote multiparty collaboration and political consultation under the leadership of the Communist Party of China (CPC). The CPPCC, also elected for a 5-year term, comprises over 2,000 members from various political parties and sectors of society. Its members are charged with presenting proposals regarding state matters for consideration.

It is important to note that the NPC and the CPPCC National Committee do not function as the Upper House and the House of Commons in China. Furthermore, deputies of the NPC are not members of the CPPCC National Committee, distinguishing their roles in the political landscape.

The Two Sessions, known as Lianghui in China, covers a wide array of topics, including:

Since 2014, China has launched a program dedicated to providing extensive coverage of the Two Sessions, offering direct insights into the country’s developments. For the first half of the 2025 program, which spans over four months, the CIPCC has invited more than 120 journalists from over 100 countries. Notably, nearly 50 journalists attended the inauguration ceremony held in Beijing on February 27.

This year’s Lianghui and the CIPCC’s program hold particular significance, especially in light of the economic tensions between the United States and China. Recently, former US President Donald Trump implemented tariffs on Chinese imports, imposing a minimum tax of 10% on goods entering the US. In a recent announcement, Trump indicated plans to impose an additional 10% tariff on products from China.
