Iran Stands Firm Against Threats and Coercion, Says UN Envoy
In a recent statement during a session discussing the IAEA report, Iran’s Ambassador expressed critical views on the agency’s integrity and the geopolitical dynamics surrounding nuclear energy. This statement sheds light on the vital role of nuclear energy in development and the challenges faced by developing nations in accessing this essential resource.
The ambassador began by acknowledging the Director General’s report but emphasized that such documents must remain professional, factual, and devoid of political bias. He underscored that the credibility of the IAEA hinges on its impartiality, stating:
“Nuclear energy is indispensable for development and energy security, particularly for developing countries. The transfer of nuclear science and technology—guaranteed under Article IV of the NPT and the IAEA Statute—is an inalienable right, not a privilege.”
He further stressed that safeguards should facilitate the peaceful use of nuclear energy rather than obstruct it, highlighting that:
- Proliferation Concerns: Exploiting proliferation concerns to deny developing countries their legitimate rights is a serious violation of the NPT’s letter and spirit.
- Double Standards: The ambassador noted that while some states restrict access to peaceful nuclear technology for developing nations, they simultaneously support the Israeli regime, which operates outside the NPT framework.
- Credibility Undermined: These actions severely undermine the credibility of the non-proliferation regime and the IAEA’s technical cooperation mandate.
During his address, the ambassador pointed to a significant event that occurred in June 2025, describing it as an “atrocious act of aggression” where the Israeli regime launched military strikes against Iran’s safeguarded nuclear facilities. He stated:
“These criminal attacks targeted Iranian scientists and their families, killing and injuring thousands and inflicting immense material damage.”
He further elaborated on the involvement of the United States in these attacks, claiming that it represented a direct violation of multiple international laws and agreements, including:
- UN Charter
- IAEA Statute
- Security Council Resolution 487 (1981)
The ambassador asserted that these actions were not just an attack on Iran but an assault on the authority of the United Nations and the integrity of the safeguards system. He referred to specific General Conference resolutions that affirm the illegality of armed attacks on peaceful nuclear facilities, emphasizing the international consensus on this matter.
“It is deeply regrettable that the illegal attacks against Iran’s peaceful nuclear facilities were neither condemned by the Agency nor by the Security Council, nor, indeed, by the Director General himself.”
He lamented the lack of condemnation from both the President of the General Assembly and the Director General of the IAEA regarding these illegal actions.
Despite being a responsible party to the NPT since 1970, the ambassador claimed that the E3 and the United States continue to misrepresent Iran’s peaceful nuclear activities. He noted that:
- Impunity of the Israeli Regime: The Israeli regime remains the sole possessor of nuclear weapons in the region and acts without accountability.
- Commitment to Diplomacy: Despite various forms of sabotage and direct attacks, Iran has adhered to its obligations under the JCPOA and the NPT.
Recent reports from the Director General indicated that the suspension of inspections was a direct consequence of the armed attacks, placing responsibility squarely on the aggressors. The ambassador highlighted the need for a new framework to ensure the safety of nuclear personnel and facilities in conditions of armed aggression.
In a constructive effort, Iran and the IAEA signed a memorandum of understanding in Cairo on September 9, 2025, aimed at addressing these pressing challenges. However, he expressed disappointment that this positive development was undermined by hostile actions from the United States and the E3, who consistently block diplomatic initiatives.
“The E3’s invocation of the so-called snapback mechanism, an illegal, reckless act aimed at destroying the last bridge to diplomacy, is null and void.”
He reiterated that the E3, having violated the JCPOA and Resolution 2231, lacks the legal standing to invoke any provisions related to these agreements.
In conclusion, the ambassador firmly stated:
“Iran will never yield to threats or coercion. We respond only to respect, legality, and equality. Military aggression and economic terrorism will not compel Iran to abandon its legitimate rights.”
Through this statement, the ambassador not only reinforced Iran’s position regarding its nuclear rights but also called for a reevaluation of international responses to aggression against peaceful nuclear facilities. The importance of maintaining diplomatic channels and ensuring the safety of nuclear energy resources remains paramount for the future of global nuclear governance.
