The MEPC meeting took place at the IMO headquarters in London from October 14 to 17. During this session, Mousavi articulated Iran’s perspective on the implementation of environmental policies, stating that these measures should align with the economic capabilities of each nation. He warned that ignoring development disparities could lead to inequality and impose undue pressure on developing countries.

Furthermore, Mousavi underscored the vital role that seas play in human existence. He called for enhanced international cooperation to ensure the health of marine ecosystems and to mitigate environmental damage stemming from industrial activities and maritime operations.

The MEPC is responsible for addressing various environmental issues within the IMO’s scope. These matters include:

  • Control and prevention of ship-source pollution
  • Management of oil and chemicals carried in bulk

During the extraordinary session, the committee also deliberated on the adoption of the IMO Net Zero Framework (NZF). This framework consists of a comprehensive set of international regulations aimed at significantly reducing greenhouse gas (GHG) emissions from ships, which aligns with the IMO’s 2023 GHG Strategy. Notably, the framework incorporates two fundamental components:

  1. A global fuel standard
  2. A global GHG emissions pricing mechanism

The MEPC will also review a draft work plan to facilitate the implementation of the IMO Net-Zero Framework. This initiative represents a critical step forward in global efforts to combat climate change and promote sustainable maritime practices.

In a related development, the Department of Environment (DOE) in Iran has expressed its readiness to host the Seventh Meeting of the Conference of the Parties to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea, commonly referred to as COP 7. This meeting is pivotal for fostering cooperation among the Caspian Sea littoral states and advancing the objectives of the Tehran Convention.

Shina Ansari, the head of the DOE, shared these sentiments during a meeting with Mahir Aliyev, the Secretariat of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention), in Tehran on October 13. Their discussions centered around the preparations for COP 7, the perspectives of the littoral states regarding collaborative efforts, and strategies for reducing pollution and harmful substances in the Caspian Sea.
