Iran's Foreign Minister Lays Down Conditions for Reviving Nuclear Talks with the U.S.

Iran Secures All Demands in Groundbreaking IAEA Deal, Says Araghchi

In a significant development regarding Iran’s nuclear negotiations, Abbas Araghchi addressed reporters after his meetings in Cairo. These discussions focused on a new cooperation framework with the International Atomic Energy Agency (IAEA), which has been authorized by Iran’s Supreme National Security Council (SNSC). The negotiations have progressed to a level that necessitates high-level talks to finalize the text of the agreement.

Araghchi elaborated that both the decision to engage in these talks and the provisions to protect Iran’s interests were thoroughly reviewed and approved by the SNSC. This crucial step marks a turning point in Iran’s approach to its nuclear dealings.

Some of the key features of the finalized agreement include:

  • Acknowledgment of New Realities: The document recognizes that cooperation between Iran and the IAEA will transition from previous methods.
  • Recognition of Security Concerns: The agreement explicitly addresses Iran’s legitimate security concerns, mandating that these must be taken into account.
  • Legislative Compliance: The deal adheres to a law enacted by the Iranian Parliament, ensuring that all cooperation is approved by the SNSC.
  • Defined Cooperation Framework: The agreement establishes a legal framework that formalizes Iran’s coordination with the IAEA.

Araghchi emphasized, “This new framework is fully in line with the piece of legislation approved by the parliament, takes into account Iran’s security concerns, recognizes Iran’s rights, and defines a new form of cooperation with the Agency.” He indicated that all of Iran’s demands have been successfully incorporated into the agreement.

In terms of practical implications, the foreign minister clarified that the IAEA inspectors will not gain access beyond the current arrangements at the Bushehr nuclear power plant. Access has already been granted for fuel replacement under a prior SNSC decision. “This agreement in itself creates no new access,” Araghchi stated, adding that any potential future access will depend on new negotiations based on reports from Iran.

Moreover, the continuation of this agreement is predicated on the absence of hostile actions against Iran. This includes any attempts to revive UN Security Council resolutions under the so-called snapback mechanism associated with the Joint Comprehensive Plan of Action (JCPOA).

Araghchi further noted that the agreement, brokered with the participation and support of Egypt, now holds greater weight and credibility. He expressed hope that this diplomatic arrangement would pave the way for a comprehensive solution, contingent upon the other parties’ genuine commitment to diplomacy.

As the negotiations advance, the Iranian government appears focused on safeguarding its national interests while engaging with international partners. The incorporation of legislative support and recognition of security concerns signifies a strategic shift in Iran’s diplomatic approach.

In summary, the newly established cooperation framework with the IAEA represents a critical step for Iran amidst ongoing international scrutiny. It highlights the importance of acknowledging national security while fostering an environment for potential diplomatic resolutions. The Iranian leadership remains vigilant, ensuring that any future negotiations align with the country’s legislative framework and security requirements.
