Deputy Foreign Minister Andrey Rudenko indicated that while synchronization of the ratification processes between the two countries is preferred, the unique parliamentary procedures in Iran may extend the timeline. He mentioned, “However, at all levels during the negotiations that we have had and through the ministries of foreign affairs, the Iranians have declared their readiness to spur the process in parliament.”

The agreement was initially signed by Russian President Vladimir Putin and Iranian President Masoud Pezeshkian on January 17 in Moscow. Following this, the State Duma, which is Russia’s lower parliamentary house, ratified the deal on April 8.
