Pillay concluded, “The exculpatory statements and actions by Israeli leaders and the lack of effectiveness shown by the military judicial system to prosecute cases send a clear message that members of the Israeli Security Forces can continue these acts without fear of accountability.” She emphasized that accountability through the International Criminal Court and other national courts is essential for upholding the rule of law and ensuring justice for victims.

Furthermore, the report indicates a disturbing trend regarding female fatalities in Gaza, noting a significant increase due to a deliberate Israeli strategy involving the targeting of residential areas with heavy explosives.
